In the days when dailup was common and when I was helping people to
use Linux I bought a dozen or so trademe modems for friends and myself
.

I only ever had success with USRobotics and Dynalink modems of a
fairly conservative look (and presumably conservative internal
design). Any new or stylish external modem didn't work.

Somewhere at home I have an almost unused modem in its packaging that
fits that description and behaves in a promising manner but failed to
work, I think because there is an initialisation string that it either
sends or fails to send and since I bought it as a promising spare I
didn't bother to study deeper. You are welcome to it. I think with a
bit of analysis -it has its instructions - it will be fine.

I also have a modem that I used for a year or two until I went to a
2degrees mobile usb chip. 2degrees costs $25 a month for 2gigs and so
I don't bother with dialup anymore. I'm a tiny bit reluctant to offer
my last working link with dialup, but it is being wasted and  if you
get desperate you can have that.
