[wellylug] Administrativia: Mailing list delays

It appears somewhere in the past week or so the Mailing list "qrunner" 
(list mail queue processor) stopped running on the VM that hosts the 
mailing list -- which means incoming list mail wasn't being forwarded 
out to members.

Thanks to Hugh for taking the time to point out the list didn't seem to 
be working correctly; apologies for not noticing it earlier.
