Yes. I suggest they were probably providing services to GCHQ long before
GCHQ decided it needed a 'significant' internet presence.
The same was true of plenty of agencies, including here in NZ too - much
of what these outfits get up to in the IT space is behind large
air-gaps; their need for Internet-connected infrastructure is much less
than one might expect.
