Um. My understanding is that everyone who gets an install done would get the
appropriate CD set to go with it. 

Most novices I know of have done a few repeat installs. It is often easier to
change things by a reinstall rather than tweaking post install, so it sometimes
takes 2-3 goes to geta setup they are happy with.

Also, when playing for the first while, people do screw things up. I don't
think it's a good idea to give people a setup without install/recovery media.
