My guess is you're spot on!

Many people don't like to sign up/commit to such things even though they plan
to attend. This was discussed at the planning meeting, where we decided the reg
idea was worth pursuing to see how it went, even if only a minority actually
registered.

If nothing else, it has shown how easily Debian users are satisfied :-)

It will be very interesting to see the actual vs reg numbers....
