We have money. We are already trying to work out how to spend it. As far as I
know, there is nothing stopping the situation happening again (and again). 

Ewn's comment is quite appropriate if we are considering what to do IF we have
a war chest. However it is a bit late, so in effect his comment (using
programming parlance) actually becomes:

if [ wellylug has money ] 
then
   some more formality might be in order...
fi 


Well, guess what!!

We actually need something to say Wellylug will never have any $$$ or other
assets, and a way of making true (I can put $10 in my pocket & say it is a
donation to the LUG" any time, no rules or guidelines to stop me), or,  
the alternative, which is say how $$ will be got rid of if we have some.

In either case it requires a rule of some sort.....
