Hand out a wee bit of paper with a number on it-preferably a random
one so sequential abuse isn't possible. Number is required for voter
registration on website(maybe and administrative checkbox or something,
so that one can have website registration while not having voting
rights). For invalids (if any) a LUG member can deliver said paper at
their discretion. Limit the total number of tickets an individual can
take at each meeting to a small number (2 or 3 max).
These ensure that the person in question has been to a physical mtg
at least once, allows for those who can't make it but are still
associated, and makes cheating harder by limiting the number of tickets
given. Obviously it could still be abused by a determined l337 h4x0R
willing to devote time, but I think the real idea here is to keep honest
people honest.
