This is a logical nullity, basically anyone who says they're a member is a 
member.

You might want to restrict people to one vote per person, probably easy to 
restrict them to one vote per registered usercode on the website (which may 
or not equate to the former).

Perhaps you were thinking we had some formal structure and membership rules :p)
