[wlug_org] Hard-Drive for Caddy

Why don't we formalise the group, charge a small annual membership fee.
That way we can effectively reduce the likelyhood of people having
multiple memberships and hold sway on any voting.  Meetings will still
be free, but we should have enough to provide gifts to those who provide
exemplary service such as our website administrator and mailing list
provider.  We might also then be able to buy cd media with the wellylug
logo printed on it in bulk which could be used to provide distros
on at meetings and installfests.
