A couple of points:
I'm not clear whether you mean that decisions can be made by 51% of members
voting *about* it or you mean 51% must vote *for* it?
ie if you get 26% voting for it and 25% against (and the rest not voting)
then the decision has been made by 51% of members????
If you mean to have decisions made by a simple majority of the membership,
better to state it as "a simple majority must agree to spend ..."
(Also if you have a membership of 200, 51% would require 102 votes rather
than a simple majority of 101 votes)
You will have to be more restrictive about membership, otherwise anyone who
views the website (a service of wellylug) will qualify and legitimately
vote - so when you raise a couple of thousand dollars some bright spark
from the local football club will get all their members to go to the
website and vote to donate the money to themselves.
(And no, I'm not promoting a more formal structure, but a lot of care is
required :-)
