[wlug_org] First draft of WellyLUG rules and guidelines

I recall some discussion recently about some kind of buy/sell/exchange
type setup hosted elsewhere for this kind of thing to go on.  I've been
spending a bit of my free time putting some code together for it - I'll
keep you all posted.

Ewen - a couple of things.  Firstly, are you happy about it being linked
to from the wellylug site?

If so, would having the wellylug page use an RDF feed with the latest
listings also be ok, or is that too much?
