They are suggestions / guidelines.  There are only two rules.

See above.  It's not a list of rules.  It's more like a reference to
refer to when help is needed.

There are a variety of options.  These include "I don't like it any more
and I'm going home".  Another is "let's sort this out so we all
benefit".   Personally I know which one I prefer.

If you have a better way of wording it, I for one would be keen to hear.

No but the problem is that people have conditioned themselves to react
in ways that at times can be very unhelpful for the rest of us.  When
people get all fired up, what they lose is precisely the freedom to
choose how to react.  Instead they are like a rubber ball thrown up
against and bouncing off a wall.  These guidelines are meant to increase
freedom, not take it away.....
