[wlug_org] First draft of WellyLUG rules and guidelines(Semi-POL)

While I personally don't see any problem with _personal_ advertising
(second-hand type stuff) on a lug list, I wouldn't like to see companies
plying their wares on here.

However Ewen's say on the matter is final - I'm happy to go elsewhere
for that kind of thing.

Personally I totally agree with Ewen's policy of no advertising.  I'm
not sure how the majority feels.=20
