If someone sends me an updated "monthly guidelines" email, then I'm
happy to feed it to the cron job that sends it out.  

At present there's not really a "join Wellylug" type step -- the
website, and the two mailing lists are all have different lists of
membership, with some overlaps but AFAIK none of them are a superset of
the others.  If feasible some one-stop-shop that gave people the option
of signing up on the website, and to the various mailing lists, might
well be a sensible option.  (IIRC mailman even has some support for
automating that sort of thing these days.)
