As I said we'd have to provide a support team, there's no way they could
support these systems themselves nor afford to pay for support.

Firewalls etc don't seem to be essentual on machines using dialup
connections (maybe nice, but no essentual), but virus checkers and regular
updates would be needed.

I'd be happy to help, I do that sort of support anyway or a few
organisations (for little or nothing), but my Linux skills need a bit of
work first!

I'd vote (if this were that sort of organisation :-) to proceed with some
work towards such low-end systems, as there are a lot of places they would
be really useful even if this specific project doesn't go ahead.
