There are many good books:
Linux in a Nutshell (O'Rielly)
Hacking Exposed
I think there's also an O'Rielly network security book as well.

My brother got into it by fiddling around with a network at home.

Get an old but serviceable Pentium box and put Debian or Open/FreeBSD on it. 
This will be your home firewall box. Hook it up on a simple LAN (either a 
cheap hub or a crossover ethernet cable) to your home PC, and set up your 
firewall box to do your Internet dial-up for you. Then Have a fiddle with IP 
filtering, locking down Apache, FTP, mail servers, etc.

There are some good HOWTOs on this sort of stuff around the net (don't have it 
to hand, try a google search on HOWTO home network, firewalls, etc)

Don't know about any specific qualifications, but to be honest I wouldn't 
worry too much about them. For example, I wouldn't employ someone solely on 
the strength of an MSCE, from what I've seen :-) Experience and being able to 
walk the walk is much more important.
