[wellylug] OT: VHS to MPEG?

I've got a computer documentary on loan that I want to make copies of ("Free
and unaltered broadcasting, netcasting, and copying are encouraged").

Does anyone have a set up that can take NTSC (American) VHS and convert it to
MPEG? Of course I'll pay anyone for the job. Quality of transfer isn't too
important as the source is mostly shot on handycam and there wouldn't be much
quality to lose. A VHS > TV CARD > MPEG scheme is what I had in mind.

I've contacted businesses that do this sort of thing and they are asking
$400-$700 for a one-off conversion to any digital format using their
industrial equipment. Yikes, etc.
