Water cool the CPU with the heat exchanger outside the building.
The disk drive(s) will be then be problem. This will be resolved by putting
the drives in a remote box, which will require high voltage differential
scsi,
so you can have an (up to ) 25 meter cable.
Someone will then complain about the noise the keyboard makes...

FYI,
I just replaced the power supply in my computer. Previously I had the
default 320W PS that came with the iCute case, this dual fan PS was
extremely noisy (I actually opened it up to stop one of the fans, and it
was still very noisy).
The new PS is a Thermaltake Silent Purepower 300W and it is a marked
difference, it is only the sound of a whisper of breath rather than a
tornado. I would definately recommend this to anyone who wants to
quieten their system.
Of course my problem now is that the CPU fan bothers me!
