True for any filesystem, incl ext2/3. Irrespective of filesystem, you
could read the entire partition with dd and search for some word(s) of
the file in each disk block.

Most importantly, the partition the file was on must be unmounted
immediately, this is also regardless of filesystem used. If you don't
do this step, don't bother with anything else. (The space the deleted
fiule was on can be overwritten at any time by any new file, or any old
file being enlarged.)

However, the really magic word in this case is "b a c k u p".
