I can only confirm that value :) ... the "problem" is 
Reisers journal, which doesn't show up in the
directories but does allocate >= 32MB in an
empty filesystem. My recommendation in this
scenario would be a) make boot 100 MB, or
b) stay clean of Journaling file-systems. Ext3
has the same problem, not sure about xfs or
jfs.
