Okay, tell us the output of the command:

cat /etc/urpmi/urpmi.cfg

there's probably some odd sources there. We can fix that up separately. In the 
meantime, what happens when you type

http://localhost:631/admin

into your web browser? This should point to the CUPS admin page so you can 
manage printers in CUPS. It should be installed by default as part of 
Mandrake 9. (it will ask for your password - log in as root)

BTW, /etc/hosts should say localhost (as one word), not local host
