Not at all.  Look at the claims section of the specification (starting 
at page 36 of the pdf).  Note that they claim any one or more of 1, 2, 
3, etc etc - not a site that falls into all of the categories.

However they have only within the last few days tried to enforce it.  
That it hasn't affected "e-commerce" in the country would msot likely 
have more to do with the fact that the patent is (I assume) largely unknown.
