mxd files are not maps as images, so you can't open them with an image
viewer/editor like GIMP. They are basically a script enabling Arc to rebuild
the same map. I'm not sure if they include all the data required to rebuild the
map or not. If they do then one of my Arc using colleagues can prob open it &
export the map as an image or the data into a more useful format. 

If you can get the data as one or more shapefiles, you can get something like
GRASS to (usually) import it, or use Arc, Mapinfo, Genamap etc (commercial GIS
software). The Open Source shapelib tools may also be of some use.
