On BOTH machines:

iptables-save tmp
iptables -F # only if the last command worked!!!
scp ...
iptables-restore tmp

Of course if you are using iptables to masquerade, you
might not want to flush all rules.

At the very least, trying this would narrow the
problem down to ssh/scp rather than your
network/firewall arrangements.
