Almost all DVDs are encrypted using CSS. Unfortunately, you can't play them 
without decrypting the CSS first, and this requires a licence that costs 
money, which is why you have to pay for DVD players in Windows. The player you 
got with your DVD drive or graphics card had already been paid for by the 
manufacturer.

Since there is currently no licenced DVD player available for Linux, anything 
that allows you to do it (eg. libdvdcss, et al.) is illegal.
