Maybe try ffmpeg you will need some other tools like mplex and dvdauthor 
(good luck with this one!). Mpeg2 provided by ffmpeg is really not up to the 
task.

The interest of mjpegtools is actually the s..tload of efficient filter + 
config for your encoding (qantization, denoising etc...),; it makes quite a 
diff.
Make sure that sound AND frames are sampled together, never relies on TV 
card, you'll spend money to end up with sync troubles.
