You may need to add each user to a modem group (it's 'dip' in Debian,
on which Xandros is based IIRC(?)).  This can be done manually or,
sometimes, using PAM on login.  Check the group of /dev/stty1, or
whatever the modem device is, to see what the group is called on
Xandros.

Also, try the 'noauth' option in /etc/pppd/peers/provider (may be in a
different place in Xandros).  If this works on its own (i.e. even for
users not in the modem group) then you'll need to trust users at your
site to do this.  If it doesn't work without adding a user to a modem
group, you can use this safely and only add those users you trust to
the modem group.
