I think that GeographX have done this, though they doesn't have it
online. They do have digital elevation maps that you could import into a
GIS package in order to do what you want yourself.

If you have broadband some of the videos are cool. They're all highly
compressed though. The high-res are much nicer.

I would imagine it is pretty simple. I can get you the gridded topo data
in a variety of formats, can you look at the blurb on GDAL & see if it
can output what you want directly? Otherwise, can ImageMagick reformat
to what you want>
(GDAL is effectively a spatial raster reformatter/library which deals
with a variety of spatial context imagery & grids)
