Has this just started, or have you only just realised?

Most modems (unless told otherwise) will negotiate the fastest speed the 
line can handle.
If you have a long phone extension cord to your computer, or old/bad phone 
jacks and sockets you might just be getting poor connections - test this by 
moving computer near phone jack and using alternative cables and/or jack 
points.

Alternatively if you are a long way from the telephone exchange (rural 
area?) you'll get less though-put.
