It probably doesn't fit your definition of cheap, but I noticed recently
that Ascent have some of the Micronet H.323 range listed, such as Micronet
SP5100 (H.323 handset), Micronet SP5002 (H.323 gateway with 2 * FXS), etc.
I've not used any of them (or even seen them in the flesh), but the
specs look reasonably good.

Call Plus, World Exchange, Ihug, etc are all offering VoIP services of
various forms.  I'm not sure if any of them are doing retail (ie,
single number) PSTN <-> VoIP gatewaying though (Ihug for instance is 
primarily doing toll bypass AFAIK).
