I'm definitely interested in the idea, and have written plenty of programs
in C/C++ (including one used by NIWA for core business functions).
However I'm still pretty busy with work required by clients, so my
"free time" is fairly limited these days.
That's probably true for anyone else with the relevant skills (ie, that
they're fairly busy); so possibly the best approach is to do it in an
"open development" manner -- make available a sample of the data, and
the data format, to any intereste developers, and suggest that they
coordinate their efforts. I'm happy with such an effort being
coordinated through either WellyLUG or NZOSS -- and possibly even happy
to help coordinate the effort if required (I'm a member of both
organisations).
If anyone else is interested in some sort of "coordinated" development
of something like this perhaps they could contact Brent and me off the
list?
