I shared your problem up until very recently --
couldn't get stereo TV for anything and had to set the
source to TV Mono to get sound at all.  Here's how I
fixed it:

radio -f 101.3 -q
v4lctl setinput "Television" && xawtv

tada!  It works every time, providing I use this exact
sequence before using xawtv.

To turn off TV sound, use:

v4lctl setinput "Composite1"

Note that doing 'radio -f 101.3' and then quitting
manually _doesn't_ work.  And radio still seems to be
only mono, no matter what.

Wierd, wierd, wierd.
