Except that Mandrake is a French company, and US laws
don't apply! :-)
Granted, the press release does say Mandrake has been
through a process of 'redressement judiciaire', which
is Chapter-11-like. Likewise, 'liquidiation
judiciaire' appears to be somewhat similar to what you
describe as Chapter 13.
However, if the differences between the French and
anglo-saxon civil legal systems are anything like the
ones in the criminal legal systems, I would say that
the press release papers over some fairly big gaps
between the actual laws.
