It's not straight forward sadly.

You might want to look at ...
http://noc.maxnet.net.nz/nationalroutes/ for a list of what maxnet 
thinks are national IP addresses. These are obviously not authoritative 
for paradise, but it's probably a fair indication.

PS. Note that last I checked, the most notable addresses which are in NZ 
but are not in that list are those owned/run by maxnet it's self.
