Another thing to note is, what does the ISP defines as "international 
traffic"  We had had occassions where we have been charged when an 
address *DID* terminate in NZ BUT because of peering rules (or lack of) 
the traffic went out the ISPs non-domestic router, so we were charged. 
In defence of the ISP, once we showed that the address was in NZ they 
credited us the traffic.  We find it a VERY big pain in the butt as we 
are billed for non-local traffic!!

Can you ISP supply you a 2nd IP address and restrict traffic to local only?
