Actually, this is a bug.  The X documentation says
that the first resolution in the list should be used,
and that Ctrl-Alt-+ and Ctrl-Alt-- will go backwards
and forwards through all the other resolutions in the
list.

So this list:

640x480 800x600 

should use 640x480 as the default, but allow switching
to 800x600 at will.

In reality though, you are right -- it sorts the
resolutions rather than leaving them in the order
specified and uses the highest one.
