My debian system (testing / sarge) has scripts /usr/bin/pon, /usr/bin/plog and
/usr/bin/poff. pon is used to bring up the connection, plog lists the log info,
and poff takes it down.
(I don't actually have a dialup connection, but I do have a woosh modem, and
that acts like PPP)
These scripts use files in /etc/ppp. Unfortunately, I can't help you configure
them --- pppoeconf did all the work for me, and that won't be any good for you :-)
OTOH, you could try running pppconfig. Provided you have the pppconfig package
installed, it might do what you need.
