People who identify themselves to me in an email with an address and
phone number.

Bandwith isn't such a worry as I have a flat 10mit with no excess
charges, still I don't want people downloading hige files onto this box.
It already mirrors linux.jetstreamgames.co.nz so there would be no need
to dl isoss etc to it.

How public is public?  People who identify themselves to you at WellyLUG
meetings?  People who type an email address into an HTML form?

The problem I've seen happen with lots of "public shell boxes" is
massive abuse -- and if you're hosting it in NZ, then you'll (probably)
have to worry about network traffic charges, too.
