Er.

The telnet application isn't built into the shell; it's a separate 
executable (like XCOPY in DOS); the command "which telnet" will tell 
you where the binary is.

The terminal program under which the shell is running provides terminal 
emulation facilities; the telnet program just shuffles data between the 
remote host and the terminal the telnet program and shell is running 
under.

I have seen a "vga" font which, when xterm was told to use it, provided 
the extra IBM linedrawing characters.  I think it comes with dosemu.
