Perl + mencoder + cron + something funky like a correlation filter? VLC
might be worth looking at too.

Record or 'detect' changes in motion? Are you interested in *changes* in
motion (acceleration) or motion specifically (velocity)? Detecting motion
in an otherwise static image is easy. Detecting changes in acceleration is
harder. You did say 'detect motion' however...
