Good luck to encode mpeg on the fly, unless you run a serious PC.
How about ffmpeg to have a flexible soft linked to your capture device ?

it will take stdin and output a gigazillion of different formats size colour, 
flavour, whatever.

ffmpeg -i film14.mpg -b 120 -r 18 -s 180x144 film14.mpeg.
for resampling at 18 fps -> big economy !

Other than that if you can save ppm or jpeg individuals you can run things 
like ppm2raw, or transcode if you end up with an avi of some sort.
