Hello,
I would recommend Mambo. Its written with PHP and runs with a MySQL 
backend.

I have tried a few others (PhpNuke and PostNuke) but find Mambo the 
most user-friendly.
There are a bunch of useful add-ons but in general the developer 
community is not as vibrant as PhpNuke.
It is also somewhat limited when it comes to user privileges compared 
to others.

This may or may not be an issue for you. If it is not I would recommend 
downloading a copy and taking it for a spin.
I have done my site with it and have found it very stable and flexible 
once you get used to it.

P.S. Theme templates heavily use CSS so if you are looking at modifying 
your site's appearance I would recommend buying a decent CSS book to 
guide the way. I would recommend the Zen of CSS Design.
