[wellylug] Limiting bandwidth used by Debian upgrade

Hi all:

Can anyone suggest a simple way to limit the bandwidth used by apt-get in 
Debian when I do an "apt-get upgrade"?  Its current (expected) behaviour is 
that it grabs whatever it can of my 256KBit/s Jetstream connection for its 
HTTP transfers, which means I cant work interactively via SSH at ther same 
time without significant lag. I'd like to restrict apt to (say) 64KBit/s, or 
something like that.
