This is for Ubuntu but it's very similar to Debian. It uses trickle. 
There's probably a way to hook into wget's command line also (if apt-get 
uses that, can't recall). I haven't done this myself.

It's a start anyway.

Trickle is a handy program for bandwidth-limiting a lot of network 
programs.

If you get something working, I'd be interested to know.
