You can get 'passive' heatsinks, including ones with heatpipes and even 
water-cooled setups (which you might not call 'passive'). Zalman heatsinks 
are designed to be effective without a fan, but they still require good 
airflow throughout the case and they are bulky.

When I built myself a silent PC, I chose water and the only problem was 
cost - 3 years ago it cost me over $500 just for the cooling system, and 
it wasn't a kit either - I had to design the system and source the parts 
myself. I understand there are cheaper kits now that aren't too hard to 
assemble, but I'm not sure you really need that level of cooling?

Hmmm, 3 years already eh? That little pump is still going (24 hours a 
day for over 900 days). I wonder when it will fail???
