I think what they want is for content providers to pay for access to their
customers. Double dipping basically, IE you/me as a telstraclear customer
pay some money to get access to the internet, then they want ppl like
r2 to pay for access to the telstraclear network. So they charge us to get
the content, and they charge r2 to send it. As well as r2 having to pay
whoever their isp is for their bandwidth.
I think they hope ppl will go, oh I better host with telstraclear else my
customers/users will get crap performance. Or I better pester my ISP to buy
peering with telstra.
