Have you looked at msec? you can also use a setuid bit to make the file
inherit the group (or should be able to I think)
Msec run's on cron and does all sorts of system secuitry things, it could be
made to chown a directory as part of that without any problem at all. Not
sure if it's installed on all versions of linux tho.
