Hmm, interesting questions with millions of answers ... and the potential
catalyst for many flame wars.
It would depend on ...
1/ What they want out of it. Some distros (eg LFS) are designed pretty
much for control freaks and people wanting a learning experience, while
others (eg Ubuntu) seem to be designed to get up and go. There are others
in between - Slackware, Gentoo, Debian, Fedora and of course many others
and off shoots of those as well. Server, workstation, Internet PC, gaming
machine?
2/ What do you know? If they are your friend (you are so lucky ;-}),
they may be coming to you for help and/or ideas. If you know Debian, then
Debian, or Unbuntu may be good choices. If you know Redhat them Redhat or
Fedora could be good places to start.
As for getting it ... magazine CDs are great places to start, because they
often come with a tutorial on how to set it up as well. As well as asking
here - I'm sure people will be saying "I've got the thing for you, I can
drop a CD set of <INSERT FAV DISTRO HERE> for them to install".
