apt-get install emacs21

but of course, without net access you'll need to grab at least these
packages:

emacs21
    http://packages.ubuntu.com/dapper/editors/emacs21
emacs21-bin-common
    http://packages.ubuntu.com/dapper/editors/emacs21-bin-common
emacs21-common
    http://packages.ubuntu.com/dapper/editors/emacs21-common
emacsen-common
    http://packages.ubuntu.com/dapper/editors/emacsen-common
xaw3dg
    http://packages.ubuntu.com/dapper/x11/xaw3dg

These are all in the 6.06 main repository, here
    http://packages.ubuntu.com/dapper/

If you want it without X support, you'll need

emacs21-nox
    http://packages.ubuntu.com/dapper/editors/emacs21-nox

(and you won't need xaw3dg).

A vaguely related question, why no net access?
