I can't comment on any of your other requirements, but this one is just
silly.  The "Bogo" part of BogoMips stands for "bogus," because they
are.

The values there change randomly based on the time it takes your CPU to
perform some sort of delay loop internally; this varies between
platforms, kernel versions and CPU micro-architectures.

It isn't difficult to find two systems that have similar "bogomips"
values while having radically different performance characteristics.

You should specify what you mean by "fast" in a more reasonable way...
